The building itself acts as an illustration of the state that seeks to revise its structure and to provide a certain opinion regarding the impact of the public institute on the city. The building follows its own logic, the austerity and the simplicity of a very economic grid and the functional organization that this grid underlines, maintaining at the same time the importance of an institutional infrastructure on the scale of the urban tissue.
Democracy is all about freedom, equality and solidarity. On the level of the ground the building opens up towards the city providing a continuity of the urban tissue. A transparent façade surrounds the building on the level of the ground floor allowing all the interior elements to be exposed to the public. Thus, the building remains translucent, transparent and honest, treating both employees and citizens equally.
Dialogue constitutes the fundamental pillar of democracy. The internal part of the building mass is extruded, given its space to a central enclosed atrium that reflects the place for public expression and dialogue. The atrium – public space- represents the importance of the dialogue given by a contemporary state.
On the side of the building towards the city, the internal square finds its way creating a unified public urban space. On the north side, that follows the same vocabulary as the other sides, the glazing leave their place to the columns that spam to the whole height of the buildings (double height) and on the top they carry the roof.
